Bug Fixes

• 0204f6f3a (#16244) Keep delivering Channel messages after the onmessage handler throws. The error is rethrown asynchronously so it is still reported as uncaught, instead of leaving every later message queued.
• c48e1ca89 (#16246) On iOS, mark the Swift @_cdecl entry points that Rust links against as public (in the iOS API and in the plugin templates), so release builds made with Xcode 27 keep them global and link.
• eeeaa0ff9 (#16230) Fix NSIS installers not blocking downgrades in silent (/S), passive (/P) and update (/UPDATE) modes when bundle.windows.allowDowngrades is false.
